Description: 

The Bicycle and Pedestrian Advisory Committee (BPAC) was formed by an Intergovernmental Agreement between the City of Douglasville, the City of Villa Rica, and Douglas County. The BPAC consists of ten (10) members and meets monthly. The role of the BPAC is to assist with comprehensive planning, review existing conditions, review of road and construction projects, recommend project development, review issues related to enforcement, and participate in educational efforts.

Description: 

The DCCCA develops and promotes the cultural growth, public welfare, education, and recreation of the people of Douglasville and Douglas County. The general purpose of the Authority is to acquire, construct, equip, maintain, and operate projects consisting of convention and conference center facilities. The Authority may deem additional actions as necessary for the efficient and proper development of such projects.

Board Eligibility Requirements: The Authority consists of seven members representing Posts 1 – 7. At least two members shall represent the hotel and motel industry in Douglas County.

Description: 

The board adopts and oversees the budget, bylaws and policies. The board conducts long-range planning and hires and evaluates the library director.

Term: 

Terms shall be three (3) years, ending December 31. After serving one (1) three-year term, a Trustee shall be eligible for reappointment in accordance with the provisions of Colorado Library Law. No Trustee shall serve more than four (4) consecutive full terms in addition to completing any unexpired term. A former Trustee may reapply to serve again on the Board at least one year after completion of their last consecutive term.

Meetings:

Regular meetings of the Board shall be held monthly no less frequently than eight (8) times per calendar year when possible.

Board Eligibility Requirements: All Trustees must reside within the Library boundaries. There are two Trustees from each of the three Douglas County Commissioner districts and one at-large Trustee.

Description: 

The Water and Sewer Authority Board sets policies for the WSA and makes decisions on pending projects and purchases.

Term: 

5 years

Meetings: 

Last Monday of the month, 5:30 PM. Located in the Community Room of the Administration Building at 8763 Hospital Drive in Douglasville.

Board Eligibility Requirements: Douglas County Resident At-Large. Appointees to the Authority shall represent the county at large, shall be selected based on competence and fair representation of the varied interests of the entire county. In an effort to avoid situations of a potential conflict of interest, the Board of Directors of the Authority requests that, in deliberating upon appointments to the Board of Directors of the Authority, each candidate is requested to disclose the following information in writing to the nominating and appointing bodies:  (a) all real property in which the candidate or his/her immediate family has a collective interest; (b) the names of all business entities in which the applicant, the applicant's spouse or persons residing in his/her home have an investment interest that is separately or collectively greater than one percent; (c) all profit or not-for-profit public or private boards or authorities upon which the applicant serves; (d) the applicant's employer; and (e) the names of any relatives working for the WSA Authority.

Description: 

The Animal Advisory Board studies animal related issues to make recommendations to the County Board of Commissioners; reviews and make recommendations relating to ordinances for the control and welfare of animals in the unincorporated county; and supplies reports to the Board and performs other duties as required.

Meetings: 

3rd Wednesday of each month at 5 PM in the Animal Services Building, 2171 Mack Road, Douglasville, GA 30135.

Board Eligibility Requirements: There are seven citizen members of the Animal Control Advisory Board. The County’s five members represent the four Douglas County Commission Districts and the County as a Whole and are nominated by the respective elected officials to serve. The appointments are made/approved by the full Douglas County Board of Commissioners. The City of Douglasville Mayor and Council appoint two members to the Board. A local veterinarian will serve as a non-voting member of the Board. A County government employee serves as Secretary to the Advisory Board.

The Development Authority’s purpose is to foster economic development in our community.  To qualify, you must be a City of Douglasville resident.  The position is for 4-years and will expire July 23, 2026.  The Authority has successfully worked in partnership with the Douglas County Economic Authority to recruit business such as Google, Microsoft, Switch, American Red Cross and many more.

Description: 

Members of the Ethics Board process complaints, conduct hearings, and make decisions regarding purported ethics violations among public officials; ensuring that officials are independent, impartial, and responsible to the people and are not using public office for personal gain.

Term: 

The ethics board shall consist of three persons: a post one member appointed by the mayor, a post two member appointed by the council, and a post three member appointed by the two members above named. Post Members shall serve terms lasting 4 years. Members shall serve until expiration of their appointed term, and may be reappointed, but shall not serve after expiration of their term and before a successor is appointed.

The Health and Community Services Board exists to provide quality comprehensive health care to the residents of Douglas County. It offers proactive, community-oriented programs that are designed to reach the public and establish a preventative care norm.

Meetings: 

Quarterly meetings are held on the 1st Wednesday of the month at 8:30 a.m. in the BOC Board Room, 8700 Hospital Drive, Douglasville, GA 30134.

Board Eligibility Limitations:  

Members include (1) Chairman of BOC; (2) licensed physician practicing in the county appointed by the BOC; (3) consumer, or a person from an advocacy agency or group, which member will represent on the board the county's consumers of health services appointed by the BOC; (4) consumer member who will represent on the board the county's needy, underprivileged, or elderly community appointed by the BOC;  (5) consumer or licensed nurse appointed by the City Council;  (6) Mayor of the City of Douglasville; and  (7) superintendent of the Douglas County School System.

Description: 

The purpose of the Committee is to uphold the uniform procedure for use in providing for the protection, enhancement, perpetuation and use of places, districts, sites, buildings, structures and objects having a special historical, cultural or aesthetic interest or value.

The commission meets on an "as needed" basis. When meetings occur, they are held on the second Tuesday of the month at 6pm at 6701 Church Street, Douglasville, GA 30134 and are open to the public.

Board Eligibility Requirements: Eligibility Requirements: An Historic Preservation Commission (HPC) is an appointed body of 5 members who make informed decisions based on the Secretary of Interiors Standards for the restoration, rehabilitation, and repair to properties in the local commercial and residential historic districts. All members must be residents of the City and have demonstrated special interest, experience or education in history, architecture or the preservation of historic resources. These decisions result in the issuance of a Certificate of Appropriateness (COA) which allows the property owners to proceed with approved work.

Description: 

The City of Douglasville Parks and Recreation Advisory Board was established by the City of Douglasville to advise and advocate for Parks and Recreation policies, facilities, activities, and programs. 2023 Meetings - Recreation Advisory Board.

Meetings: 

Meetings are held five times annually and are on the last Wednesday of the month.

Board Eligibility Requirements: 

The Board consists of 13 members over the age of 18 appointed by the mayor and city council. No appointed member shall lose eligibility to hold their post by reason of moving their residence during their term, but individuals must meet eligibility standards at the time of appointment and any reappointment.

Description: 

The Planning Commission is responsible for the review and authorization of development permits, rezonings, Special Land Use Permits and UDO (Unified Development Ordinance) text amendments.

Term: 

5 years

Meetings: 

The Planning Commission shall meet in regular session at 6 pm on the first Tuesday of each calendar month, except that no regular meeting shall be had:

(1) in the month of November; or

(2) when the planning commission has no business to entertain due to lack of applications; or

(3) whenever the regular meeting is cancelled by the Community Development Director.

Eligibility Requirements: 

All members shall be appointed to posts by the Mayor and Council and each member shall represent a single council ward. All members shall be and remain residents of the city throughout their terms of office. Each member shall continue to reside in the ward he represents throughout his term. No member of the planning commission shall serve as a member or officer of any other zoning board, planning and zoning commission or other like body.

The public art commission’s primary goal is to increase the public's awareness of all visual arts including, but not limited to, exhibition of sculpture, murals, mosaics, photography, and video.

Board Eligibility Requirements: 

Members shall have experience or an interest in the placement, creation, or designation of public art. Member posts shall be as follows:

(1) Post one, who shall be a council member;

(2) Post two, who shall be a cultural arts council member;

(3) Post three, who shall be a downtown development authority member;

(4) Post four, who shall be a historic preservation commission member;

(5) Post five, who shall be a City of Douglasville resident;

(6) Post six, who shall be a City of Douglasville resident; and

(7) Post seven, who shall be a City of Douglasville resident.

The Agency shall have seven commissioners, with member appointments made as follows:

1. One (1) commissioner from amongst the city’s elected officials
2. Two (2) commissioners serving at-large representing a portion of the redevelopment area
3. Two (2) commissioners from the Development Authority of the City of Douglasville
4. Two (2) commissioners from the Douglasville Downtown Development Authority
