City of Douglasville Announces Proposed 2026 Millage Rate

The City of Douglasville announces that it is proposing to keep its 2026 millage rate unchanged at 8.749 mills. However, because rising property values have increased the tax digest, Georgia law requires the City to advertise this as a property tax increase because the proposed millage rate exceeds the rollback rate of 8.159 mills.
The rollback rate is the millage rate that would generate the same total maintenance and operations revenue from existing property as the prior year, excluding revenue from new growth. Because property values have increased, the current tax digest will generate more revenue at the existing millage rate than it did last year. As a result, state law requires the City to advertise the difference as a tax increase even though the City is not raising its millage rate.
Based on the current tax digest, the City of Douglasville is proposing to levy property taxes this year at a rate that is 7.23 percent above the rollback millage rate.
Each year, the Douglas County Board of Tax Assessors reviews the assessed value of taxable property in the county for property tax purposes. When market data indicate that property values have increased, the Board is required by law to adjust assessments to reflect fair market value. This process is known as reassessment.
While Georgia law requires the City to advertise this as a tax increase, the overall growth in the tax digest this year was driven largely by business personal property and other non-homestead assessments, not by a uniform increase in residential home values.
“For residents, this is an important distinction,” said City Manager Marcia Frazier. “The overall tax digest increased this year, but that does not mean every homeowner’s property value increased by the same amount. Much of that growth came from business personal property and other non-homestead assessments. For homeowners, the actual impact depends on the assessed value of their individual property. If your property value did not increase significantly, the city portion of your tax bill generally should not increase significantly because the City is not increasing its millage rate. If your property value increased, your taxes may increase. If your property value decreased, your taxes may decrease.”
The Douglasville City Council will hold the three required public hearings on the proposed millage rate at the Douglasville Conference Center Auditorium, 6700 Church Street, Douglasville, Georgia. The hearing schedule is:
- July 20, 2026, at 10:00 a.m.
- July 20, 2026, at 6:00 p.m.
- August 3, 2026, at 5:00 p.m.
The tentative increase will result in a millage rate of 8.749 mills. Without this tentative increase, the millage rate would be no more than 8.159 mills.
The proposed tax increase for a home with a fair market value of $350,000 is approximately $88.50 per year. The proposed tax increase for non-homestead property with a fair market value of $300,000 is approximately $70.80 per year for maintenance and operations.
